This is something I am totally against when I see a parent not using a booster seat for their kid. This is what they are made for. Are there fines for boosters as well as normal car seats for kids?
A booster seat in a restaurant (is this what you are talking about)? I don't think there is any fine for not using one. I think it's silly that parents do not use them! They are for the safety of their child.
I think when they reach a certain height or weight they can go from a car seat and use a booster seat but I also think there is a law for them to be in one until they reach another height or weight and can wear the seat belt safely.
Most states have laws that specify at what age, height, and weight children no longer have to use a car seat or booster seat. I would think any parent would use them though in order to keep their kids safe.
I see kids not in their carseats all the time! You can see their little heads bopping around in the back of the car because they aren't strapped in properly.
In regards to being in vehicles only and it seems more people are cracking down on it local but state wide its still a huge issue. I caught someone this morning not having a kid in a seat again and it just makes me want to smack them for their stupidity.
