I had a very cheap wedding and it was great. We got married in the city registry office, then had group photo's at the botanic gardens and had our wedding reception dinner at our favourite chinese restaurant. We told everyone that it would cost $20 a head for dinner, as we just couldn't afford it. I don't think that was unreasonable for a banquet.
We had a cake that was around $100 if I recall and other than that there wasn't too much more we needed to buy.

Go to a local hobby shop or dollar store. There are a lot of things that can be used for decorations. I saw one wedding which used all cupcakes in a tier formation. It was a garden wedding and very informal and was beautiful. The bride was in a sleeveless gown with flowers in her hair and barefoot. It was one of the most appealing weddings I've ever seen.
