I would really love to paint my kitchen but the significant other says we have to keep it neutral. We have wainscoting on the bottom and wallpaper on the top now in various shades of beige. I would like to paint the bottom navy blue and the top white. He says navy blue isn't neutral. What do you consider neutral colors?

I don't think navy blue is neutral either but I think it sounds great for a kitchen. Why does he want to keep it neutral? I would say beige, off-white, yellow, light colors are neutral.
