I think we are going to try and build one of these next year when the winter weather dies out. Has anyone made one before instead of paying someone to do the work for you?

I guess it would just depend on how handy you are at building things or if you have some friends/family that can help out. If you don't then it could end up costing you more in the long run. But good luck, they are nice to have.

I am pretty sure for any add-on to a permit structure you need to get some permits going, I would start there and then work your way out. You can always hire a helper if needed but you want to get the permits in order before you get tired up with inspections and failing them.

I really do not think you need a ton of permits for it but you will end up having to deal with an inspector who will come out a few times between the start and end of the project, just to make sure things are going smooth.
