Default Keeping cats out of flowerbed

I have a neighbor that lets her cat roam the streets and it always ends up in my flowerbed. I've lost a lot of money on plants from her cat using my flowerbed as a bathroom. To say the least it is gross and I have children and I don't want them getting into that. How do I keep the cats out of my flowerbed so they don't ruin my flowers anymore? I've called the city but we don't have a leash law for cats so they can't really do anything about it. I'm so frustrated because they cause a lot of damage and I'm sure she wouldn't like it if I let my dogs tear her yard up or walk on her cars hood.

In my city, there local police will let you use one of their animal traps for a week as long as you provide a $100 deposit. Once you catch the animal, take it to the pound and report is as a stray.

You really can't keep cats out of your garden. They have to be persuaded that they don't really want to be there. I believe a couple of large plastic bottles filled with water will dissuade them. For some reason they are suspicious of these and won't come near.

I don't really know either. Perhaps you can go out and yell at them and scare them away. I bet they will still come back though. It's not like they climb a fence and make it in if you put a fence up.

When you trim back your roses, take the stems and place them in a criss cross fashion around your plants. It discourages them because when they start to scratch up the dirt, they get a thorn in their paw and they don't want to come back where they have pain. It works really well. I've done this to my plant beds because I have three cats who get into mine when I've freshly planted them.
